That’s a very interesting comparison. I work in the UK, but sometimes I am approached by agencies working from Poland as well and they never ask me for rates PER WORD. I had to calculate my per word rates into “standard page” rates.
I wouln’t say that “all” translations are per-line in western Europe, as here in Italy most of my customers operate on a per-source-word basis, with a substantial minority working per page (of 1500 or, sometimes, 1250 characters), and one or two even per line. Best to ask new customers how they prefer to work, without making assumptions.

I can only speak for my language pairs. . . Anyway I wanted to show different approaches to the pricing problem.
